how did the other 13 teams qualify? 7 qualification groups, some teams had to play a preliminary knock-out round before Zimbabwe were the original hosts but the Nations Cup were taken away from them as they were accused not to have prepared for the event. Some sources suspected also a split between different interest groups of African administrations has played an additional role but this remains speculation.
After giving the tournament to Ghana and Nigeria then the qualification had to be rearranged.

The Qualification Groups
The groups 1 and 5 have been changed so that these groups which started with the participation of Nigeria and Ghana will play on with only 3 teams. Only the first will qualify directly, the two second placed will play off with the Zimbabweans another participiant. In the other 5 groups the first two of the table will qualify.
